For what it is worth I also see this bug often.  I am using a local
Ubuntu mirror that syncs once per day in the early morning.  I think the
difference between it working and not working is how long it has been
sitting there waiting for user input.  It is Monday morning and everyone
in the office with me running Ubuntu has had this problem.  The Update
Manager has probably been sitting there since Saturday morning.

When the Install Updates button does not work clicking the Check button
fixes it.  If you click the Check button you will be prompted for your
password.  After the package list is updated the Install Updates button
will install the updates.
