It is quite correct, I think, for the "View" menu items to be inactive when viewing a PPA or other non-Ubuntu source; none of the items in those repositories (to USC's knowledge) are Canonical-maintained, so it would be a not-useful choice between showing all of them or showing none of them.
It makes sense for the "View" menu items to work when displaying "Provided by Ubuntu" in particular, but that's a low-priority thing.
