I looked at the source code of console-setup-1.34ubuntu10. in
config.proto i found for the default layout for belgium:

default_layout=be # Belgium

and for the Netherlands:
# According to https://launchpad.net/bugs/129982, Dutch users prefer the US

default_layout=us # Netherlands
default_variant=intl # International (with dead keys)
;;
So what went wrong during my installation? I'll do some more testing
when the beta1 comes out.
