A few things here: 1. Many/most derivatives, especially the "internal" derivatives do not rebuild packages and provide the same User-Agent string.
2. h.u.c is not dynamically created and not written in PHP (AFAIK) so adding this functionality would require rather invasive changes. 3. Derivatives such as Kubuntu and Xubuntu exist within the distribution. What is someone who uses Kubuntu prefers Mozilla? 4. People may use one web browser to find documentation for another computer or to explore documentation for a derivative they want to install. 5. Seeing a different webpages based on the system you are using may be confusing. 6. All of the documentation seems to fit quite comfortable on a single page right now.
