Yes, the "static configuration" menu item would bring up network-admin, but Network Manager would consider the interface to be "disconnected" when a static IP is set.
Basically if there is an entry for the corresponding eth interface in /etc/network/interface, NetworkManager would show the disconnect icon, and most GNOME apps like liferea, epiphany and gaim would enter offline mode.
