I seem to have the same (or similar) problem. I never receive automatic notifications of updates in Kubuntu 9.10 / Karmic. I verified KPackageKit is set to load as a startup service. Every few weeks I run synaptic just to see if updates exist. They always do, but I must manually search for these in synaptic or manually run "Software Updates" to view these updates. I just ran "Software Updates" (which I assume I the same as KPackageKit) and 117 updates were found. I do see kpackagekitsmarticon and packagekitd services are currently running ("Software Updates" is in the process of installing updates now).
Let me know what additional information I can provide to assist with identification of this problem. I will also report that the kde desktop crashes frequently and, despite multiple attempts to install the necessary crash handler modules, I always receive the crash message indicating the collected data is not useful.
