Hm, my previous comment applied to the hard limits. Any user should be
able to change the soft limits within the hard limits boundaries.
$ ulimit -c unlimited
$ ulimit -c 1000
$ ulimit -c unlimited
bash: ulimit: core file size: cannot modify limit: Operation not permitted
** Changed in: pam (Ubuntu)
Status: Rejected => Confirmed
