This is still the case today.
We ship translations in language packs, but if I'm not mistaken, they
are not used (the ones in
/usr/share/vim/vim$VERSION/lang/$LANG/LC_MESSAGES are). On my system:

/usr/share/vim/vim72/lang/de/LC_MESSAGES/vim.mo

I think until upstream starts using standard gettext we should disable
the vim translation template from Launchpad and not include it in
language packs.
