I was removing and installing grub-common and removing grub and installing 
grub-pc in an upgraded 8.04>10.04 installation when this occurred.
Terminal ouput below;

sh: cannot create /var/lib/update-notifier/updates-available: Permission denied
Segmentation fault (core dumped)
