Looks like a combination of bugs, the root cause being running euca_conf without "--no-rsync" now fails:
Trying rsync to sync keys with "192.168.3.16"...rsync: -oUserKnownHostsFile=/dev/null': unknown option rsync error: syntax or usage error (code 1) at main.c(1443) [client=3.0.7] failed. Regression probably introduced at rev932 in our tree. Then you might be hitting bug 531195. Also note that nodes are now written to /var/lib/eucalyptus/nodes.list, not eucalyptus.conf.
