Not necessarily, but it does mean you should file a new bug report.
There are many causes for this particular error, and the only way for
the developers to know if it is the same is by examining your logs.

please start the installer with 'ubiquity -d' from a terminal window,
and reproduce this problem. Once you've done that, please attach
/var/log/syslog, /var/log/partman, and /var/log/installer/debug to the
new bug report. It's important that you attach all those files.
