Jonathon,
Your confusion is totally understandable. The design of the Ubuntu One applet
has been rethought for the next release. The 'report a problem' feature is
there if you notice a problem with the Ubuntu One program you can report it.
Since you you are not currently being affected by a bug in Ubuntu One i will
close this report. However please feel free to file any bugs you may have in
the future. These bug reports go a long way in helping make the Ubuntu software
better.
