This also happened to me on two virtualbox VMs while testing Ubiquity. I'm using the latest daily builds as of 10 March.
One VM was installed with Ubuntu Desktop amd64 and the other was installed with Kubuntu 32. In both cases, I chose "Free Software Only" from the F6 Options menu in the boot menu. IN both cases, the reboot did not happen, even though it started.
