I can confirm this bug, A very very similar bug is https://bugs.launchpad.net/ubuntu/+source/gtk+2.0/+bug/304345
The problem seems related to the file dialog lybrary (gtk2??). You can experiment the same situation in Gimp, Openoffice . gedit... the file dialog cannot access the network. Your resource panel does not provide an hook to netework. Please, consider that in a weblcient world, this is a big issue.
