I think that's what we're agreeing Ubuntu should do as well, with two changes to make it more Mac OS X-like. First, the default folders (with the exception of Public) should be locked to all other users. Second, any new folders that get created should also be locked to all other users. Mac OS X doesn't even need the second restriction because it stores the mad proliferation of application data in ~/Library rather than ~/.appnamehere, but I can't think of any instance in which one user needs to access another users's application data.
