changing gconf key /apps/gnome-power-manager/cpufreq_ac_policy to
'ondemand' makes the problem go away.

Since this is the default value of the gconf key, my problem was caused
by playing with the preferences in the g-p-m GUI that appeared only
temporarily, and so regular ubuntu users will not be affected once
feisty stable is released.
