It has been determined by the Portuguese Translation Team and the
Brasilian Translation Team, that we want to have both languages in one
package and use the fall back to each other.
The language fall backs are
1. pt_PT:pt:pt_BR -> use translations for pt_PT; if not present, use pt; if not
present, use pt_BR.
2. pr_BR:pt:pt_PT -> use translations for pt_BR; if not present, use pt; if not
present, use pt_PT.
