Public bug reported:
A fresh (1 day old) Dapper Drake kubuntu/ubuntu installation was
upgraded to Edgy Eft. In Kubuntu-> System Settings -> Regional and
Accesibility -> Keyboard Layout there are no available keyboard layouts.
In gnome there is no such problem.
