g_format_size_for_display() + "/s" is sufficient for displaying output.

When prompting the user for input though, things are more complicated.
For example if user enters in a speed cap of 100 KB/s in Transmission
1.75 in Ubuntu 9.10, and then upgrades to Transmission 1.93 on Ubuntu
10.04, should the preference dialog read that the speed is capped at
1.024 kB? Or if that's overkill and we just round it off at whole
numbers, do we silently update the cap in the user's settings from 1024
bytes to 1000 bytes?
