The rpmbuild program is provided by the "rpm" package. I would hardly call this
a requirement of kdevelop, as it will function just fine without it unless you
want to build rpms. At the best, the rpm package could be considered as a
package that is suggested by apt-get at the time of the install. That being
said, since the KDE4 version of kdevelop, kdevelop doesn't have the feature to
make rpms. The KDE3 version only exists in older releases of Ubuntu (9.04 and
back), and making a stable release update for something so small wouldn't
justify a several-MB update.
So, there's not much we can do at this point.
