This is a dupe of #538853. I understand that this one was reported
before #538853 but I feel that the bug title of #538853 is more generic
and more telling of the whole problem since it affects far more than the
mail-notification icon.

panel transparency broken with light theme

mail-notification icon inside the notification area has a white background and
is not transparent thereby no blending with the gnome panel. This behaviour
also happens to other icons running in the notification area such as ksensors
and checkgmail.
