I suppose it doesn't (get to the root of the problem), but I reckon that the first place to start would be to see if the setting is: 1) enabled, and 2) if turning it off works. If both are true, then a dev can dig deeper into the problem to find out why: 1) the setting is getting set, and 2) why your printer is showing up as a scanner.
