edgy-proposed are packages that are proposed, but not yet released.
These packages are for testing. One of the packages being tested right
now is the dist-upgrade tool, so it is in edgy-proposed for those who
want to test it.
However, if there is no way to make the dialog go away if you don't want
to upgrade, that is a bug.
