I have exactly the same problem on a freshly installed kubuntu 9.10
(from CD, on a new computer, clean install).
On a different computer, using the very same cd in live mode and the
same usb dongle as now, it worked nicely after entering the wep key. it
also worked fine having a KDE Suse 11.1 installed instead of Kubuntu
karmic
I am usure it is the same bug as #446303. Iwconfig returns no connection
at all with the router, nor the router log shows any attempt to connect.
It doesn't look like a password problem in my case, as reported with
#446303
