Thank you for taking your time to report this bug and helping to make Ubuntu better. Here's what happens: Crash reports are always owned by the user or rather UID they were running under and can only be accessed by them. Like: 8.0K -rw------- 1 root root 7.1K 2010-03-15 04:24 _usr_bin_ubuntu-vm-builder.0.crash So unless the report is owned by you like when a user app like firefox for example crashed, apport needs the admin password to do anything. The most it could tell you before asking the password would be something like: "Trying to access /var/crash/_usr_bin_ubuntu-vm-builder.0.crash please enter your password to continue."
