from /var/log/dist-upgrade/apt-term.log:

Preparing to replace thunderbird-locale-en-gb 1:2.0.0.14+1-0ubuntu2
(using .../thunderbird-locale-en-gb_1%3a3.0-0ubuntu1_all.deb) ...

Unpacking replacement thunderbird-locale-en-gb ...

Selecting previously deselected package thunderbird.

Unpacking thunderbird (from .../thunderbird_3.0.1+nobinonly-
0ubuntu1_amd64.deb) ...

Does this imply some localisation file was installed on 9.10 and therefore
thunderbird was installed during the upgrade?
If so I can't think of any reason why I would manually have installed this
localisation file on 9.10
