No, I first installed phpmyadmin.
During the process I got the error.
Then I installed MySQL 5.1 server.
Aftert that phpmyadmin was functioning correctly.

In my opinion it is part of the bug that phpmyadmin installation does
not check if MySQL server is running or not, but drops an error
directly.
