Binary package hint: apt

After upgrading to Lucid, the apt cron.daily script is no longer
updating my package lists daily.

apt:
  Installed: 0.7.25.3ubuntu1
  Candidate: 0.7.25.3ubuntu3
  Version table:
     0.7.25.3ubuntu3 0
        500 http://apt.interlinx.bc.ca lucid/main Packages
 *** 0.7.25.3ubuntu1 0
        100 /var/lib/dpkg/status

Without really understanding everything the cron script is doing, using
a Karmic machine as reference it appears that this is the problem:

lucid # apt-config shell UpdateInterval APT::Periodic::Update-Package-Lists 
DownloadUpgradeableInterval \
> APT::Periodic::Download-Upgradeable-Packages

That returns no output at all.  On my working Karmic machine:

karmic # apt-config shell UpdateInterval APT::Periodic::Update-Package-Lists 
DownloadUpgradeableInterval \
> APT::Periodic::Download-Upgradeable-Packages
UpdateInterval='1'
DownloadUpgradeableInterval='0'
