I agree that the up/down implication of those button images is wrong. Minimize is NOT always down - I always move my window list to the top panel first thing after setting up a new computer. This would also be wrong for someone who likes a vertical panel.
I think it's probably to hard (impossible?) for the theme to detect the position of the window list's containing panel, so generic images would be most appropriate. I think using - and + sounds good for minimize and maximize. Not sure what to do for restore. Also, the "up" implication doesn't make sense to mean "maximize" no matter where my window list is. Maximize means moving my window up somehow?
