Window title bars are about the same size as scroll bars, and there's
usually more screen real estate given over to horizontal and vertical
scrollbars at any one time on a small display.

So why do we need scrollbars to have such a strong visual emphasis? With
three or four windows open on a small laptop, it feels like gradient
overload.

"Usability" is such a nebulous term. Is it "usable" to have the eye
drawn to a window's scrollbars before its' title bar or content?

I refuse to be "subordinated" to jgv's concept of usability ;)
