I'm not saying there aren't any use case, I'm arguing that changing the
default should just move LANG and LANGUAGE to the new values; LANGUAGE
probably needs a completely different handling if you want to allow
people to manage a list of languages and fallbacks.

Basically, I want that "installation of Ubuntu in French" gives an
identical installed system than "installation of Ubuntu in English" +
"Selection of French as the default system language"; does that make
sense?
