Ubuntu.

You say "sometimes the spinning dots are displayed a lot longer".  Does
that really mean a *freeze*, where the system never finishes booting, or
does it just mean that there's a *delay* with no activity on the screen?
How long is "a lot longer"?

If it is truly a freeze, do you have the cryptsetup package installed on
this system?
