Public bug reported:

Installing 9.10 on an Acer desktop. At first couldn't get through installation 
because mouse/keyboard frozen. Managed to get those working by using "acpi off" 
and "no apic". Completed installation Ok but on restart mouse and keyboard 
frozen again. Keyboard shows number lock on, but completely unresponsive. Tried 
alternative USB keyboards and mouse - no effect. Desktop is visible on-screen 
and showing message "restricted hardware drivers available to install", but how 
to do that without a mouse or keyboard? I also tried Fedora and Open Suse - 
same result!
Tried another re-install with "acpi off", "no apic" and "no1apic"  which went 
OK and then I restarted as required, accessing the boot menu, selected "boot 
from first hard disk" and selected acpi off, no apic and no1apic from the 
drop-down menu. Immediately the boot started, the number lock light came on and 
the keyboard and mouse were frozen when the boot-up finished.
The desktop is an Acer Aspire M1640.
The CPU is an Intel Celeron Dual Core E1200.
The keyboard is a PS/2.
The mouse is a PS/2 Ball.
BIOS is R22-B2.
