I keep this open since you already objected to closing this, but let me
say that this is not high priority. In Ubuntu we use launchpad-
integration to provide a "report a bug..." menu entry in our
applications, which is more intuitive than a central application where
you have to guess package names.

If you just launch "ubuntu-bug" you get a list of common symptoms, and I
guess we could also add a "Problem in a particular package" and then ask
for it. Not that user-friendly, though. Another aspect is that we don't
really want to encourage to file even more less-than-optimal bug
reports, since of those we already have plenty. :-)
