Now back to your report.
The GRUB_DEFAULT=0 (or a numeric value) - Sets the default menu entry by menu
position. It doesn't change upon installation/removal of a kernel.
If you want to keep the same entry use GRUB_DEFAULT="xxxx" with the exact menu
entry (including the quotation symbols) instead of the entry number. In this
case, location in the menu will not matter.
Example: GRUB_DEFAULT="Ubuntu, Linux 2.6.31-20-generic-pae"
I agree that the documentation could be improved. I'm closing this
report because it's not a bug.
