It is reproducible.

The file-roller cannot deal with the RAR file created by WinRAR under Windows 
or Wine which contain non-english filenames correctly . 
Also WinRAR cannot  deal with the RAR file created by  file-roller which 
contain non-english filenames .

For example:
Ubuntu locale :zh_CN.UTF-8 / Windows XP Chinese;
(1)if a compress a file called "文本文档" using file-roller , the WinRAR will show 
the file name as "鏂囨湰鏂囨。"
It seems that , although the file name was stored as UTF-8, but WinRAR think it 
is CP936 encoding, and want to convey it to UTF-8. 
 

(2)if a compress a file called "文本文档" using WinRAR , the file-roller will show 
the file name as "Îı¾Îĵµ". 
It seems that ,file-roller cannot detect the encoding and just treat it as 
ASCII .
