James, the problem is the following: In CUPS 1.3.x DNS-SD/Zeroconf broadcasting was implemented using APIs which are available in Avahi, in CUPS 1.4.x other APIs were used which do not exist as Debian/Ubuntu packages. The Avahi implementation of libdns is incomplete. They exist in free software libraries, but these were never touched by Debian or Ubuntu developers.
