Thanks for your bugreport.
This can happen if the modification time of the sources.list is more
recent than any file in /var/lib/apt/lists/. A apt-get update (or
synatic relaod) does unfortunately not fix it as it uses the If-
Modified-Since header and if the files did not change, then they will
not the updated and the timestamp is the same.
A fix would be to make apt write a stamp file when it did its last
update.
