This bug is still present in today's ISO. The kernel appears to be
listening to killswitch events but it is still impossible to turn on
WiFi if killswitch state changes during suspend.
syslog shows this when I enable and disable the killswitch.

** Description changed:
Like bug #193970 and bug #430809, Wifi cannot be initialised if my
notebook (Sony Vaio SZ650) is shut down or suspended with the killswitch
enabled, then restarted with the killswitch enabled. Disabling the
killswitch in the new session has no effect. this is with Intel 4965
and iwlagn.
