This bug was fixed in the package kdebase-workspace - 4:4.4.1-0ubuntu6

---------------
kdebase-workspace (4:4.4.1-0ubuntu6) lucid; urgency=low

  [ Scott Kitterman ]
  * Add debian/patches/kubuntu_108_netbook_app_focus.diff so after an
application switch on netbook, the application gets focus and the panel
    correctly autohides (LP: #541550)
    - Already backported upstream for 4.4.2, so this patch can be dropped when
the next new upstream is packaged
  * Split libplasmagenericshell out from kdebase-workspace-bin (should have
been split out from the beginning)
    - Aligns to Debian (doing it now avoids the need for two years of
      conflicts/replaces)
    - Drop libplasmagenericshell symlink for kdebase-workspace-dev and drop
      kdebase-workspace-bin from kdebase-workspace-dev depends

  [ Jonathan Thomas ]
  * Add kubuntu_109_ksplash_netbook.diff to prevent kplash from going away
before plasma-netbook's done loading (LP: #539627)
