* debian/rules: build with "--with-pcsc-provider=/lib/libpcsclite.so.1",
as this is the path of libpcsclite in jaunty and above.
* opensc.install: added westcos-tool + manpage

seems this was fixed in 0.11.12-1ubuntu2 for lucid at least.
