Confirmed workaround: sudo gedit /usr/share/themes/Ambiance/gtk-2.0/gtkrc #bg_pixmap[NORMAL] = "panel_bg.png"
sudo gedit /usr/share/themes/Radiance/gtk-2.0/gtkrc #bg_pixmap[NORMAL] = "panel_bg.png" Log out then Log in again. Nothing else is needed.
