I've tested again with the 2010-03-21 LiveCD Ubuntu i386 image. I've not been able to reproduce this exact issue, although on first starting the menus are missing although the desktop and two icons are visible. Switching to tty1, then "sudo service gdm restart" seems to solve that one although I notice the nmapplet icon is missing although the process is running.
