I changed the color depth to 16bit in the xorg.conf file and rebooted. This did not solve the problem. For a feature request, I previously submitted an idea that the hardware detection process use the information from the graphics card to determine what compositing/rendering capabilities are possible. 16bit depth and slow DRI are the only options for this ATI Rage Mobility P/M chip (from what I've discovered).
