I guess it depends on your point of view. I found that taking a guess and releasing the slider on what is hopefully the correct volume level is a bit less intuative. I would expect the slider to behave in the same way when sliding around normally as when sliding from the muted position.
What initially prompet me to think of this as a bug was dropping the volume slider about half way and all of a sudden having my movie being blasted out a bit to loud. It's definitly a debatable point IMO. Probably a question of what the expected result is to moving the slider from the muted position.
