I'm marking myself as affected as I can reproduce the problem. I tried using
the example properties file, I also tried changing browser.startup.homepage to:
startup.homepage_override_url
and startup.homepage_welcome_url
I'll do some more testing, but it's hard to log this without writing the
steps as I go.
