The manual (at least in Lucid) says: "Background patterns and emblems can also be used on the desktop, on folders and CERTAIN side panes in the file browser, and on panels." (capitalization added by me for emphasis).
This is correct, as it works with at least one of the default side panes (the "Information" side pane), and other (3rd party) side panes can support it too if they want.
