The link to the PPD file works for me when clicking it in Firefox (or any other browser). If you have tried to click in the e-mail notification it can be that your mail client did not recognize this URL correctly. So download by clicking the link a browser.
Or go to OpenPrinting and look up the driver "pxl1010". Load the PPD file from that driver entry.
