Public bug reported:

Binary package hint: konqueror

With konqueror version 4:3.5.6-0ubuntu14, the unicode content:
directives in the 'gyou' class elements at
http://nihongoresources.com/downloads/pdict/pdict.xml are rendered as if
they were ISO-8859-1, while the rest of the document is UTF-8. This
seems to be caused by the lack of a character set declaration on the CSS
file, http://nihongoresources.com/downloads/pdict/pdict.css, in the
response headers. In these cases, a more reasonable default would seem
to be to default to the referencing document's character set, rather
than using the locale default.

** Affects: kdebase (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
