  gpsd has more or less out of the blue (it was announced in the gpsd man-
  page...) replaced the 15 year old protocol between version 2.90 and
  2.92.
  
  Debian has already a fix and thus Ubuntu should sync to 0.99.3+debian-2,
  otherwise tangoGPS can't be used together with a GPS - or at least wont
  show the position.
  
  0.99.3+debian-2 is compatible with older versions of gpsd too.
